Head of Research Security

Mark Ruglys is Head of Research Security within the Directorate of International Research and Innovation – part of the Department for Business Energy and Industrial Strategy. His responsibilities include developing and implementing policy for managing risks that come with international research collaborations in academia. This requires extensive coordination with other departments in government as well as with universities and their representative bodies to ensure development of effective policy.

Prior to joining BEIS in 2017 he worked for 20 years in the UK Ministry of Defence. Key roles included managing research programmes at the Defence Science and Technology Laboratory, European defence research collaboration policy, specialist defence equipment requirements and most recently policy on the nuclear deterrent programme. From 2013 to 2017 he worked at the British Embassy Washington DC with a portfolio of nuclear and missile defence policy. 

He has a Master’s Degree in Technology Management and a BSc in Agricultural Sciences and has completed specialist training in several defence subjects
