NRC is Canada’s largest federal research and development organization. As Director of the
National Program Office, Rachelle is responsible for delivering NRC’s collaborative R&D
programs. Launched in 2018, these programs bring together NRC’s national network of
researchers and facilities with collaborators from industry, academia, and governments to work
on game-changing scientific discoveries and technological breakthroughs in areas that matter to
Canadians. The Challenge and Supercluster Support Programs cover a wide range of research
areas, such as pandemic response, quantum, artificial intelligence, cell and gene therapy, and
materials for clean fuels.
Over the past decade, Rachelle has spearheaded and implemented a number of initiatives to
enhance strategic collaboration and amplify the impact of federal investments. This has included
establishing partnerships with leading national and international, public and private sector
investors and researchers. Rachelle holds a Bachelor of Mechanical Engineering and a
Master’s of Applied Science from Carleton University.
